Possibly, but with so many videos of cops clearly firing aimed shots at peaceful protesters, not just with rubber/tagger bullets or pepper rounds but with tear gas canisters, the cops get no benefit of the doubt.
ETA including clearly deliberate head shots.

I think finding truth is more important than confirming our own biases, however correct those biases may be. Especially when maintaining credibility is so hard to do these days. I actually do assume that it's not pointed at his face, but not because I don't believe they would, but because I think he's looking where he's aiming and he's not looking at the guy's forehead. As with the Elian Gonzales photo back in the day, I don't think this is manipulated, but that it could be misinterpreted.
