I would say either Gilmour or random studio musicians. Lee Ritenour, Jeff Pocaro, and his Dad were officially credited on it already.

I was going to comment that there was no way Waters played the bass on "Hey You," but wiki specifically says the bass on that one is fretless bass work by Gilmour. And the interview it is taken from is one where Gilmour claims he played at least half the bass work on the albums overall.
