So, I'm ignorant here but why does the U.S. Congress need to pass anything regarding a state's choice of timezone? The grand wiki says:

We can get that law made, do you want the have the "Daylight Savings and Equity for Marginalized Folx Act", or the "Blue Lives and Daylight Savings Matter Act"? Lobbyists are standing by...
