Interestingly enough, there does appear to be one private owner of Harrier jets. Not surprisingly, he's a retired USMC Harrier pilot (and in fact the first person ever to perform an engine-out landing in a Harrier) who basically flies them for airshows

Probably not for the US government, but I am sure that there are officials in some of the 'friendly' governments that the US has sold F-14s to that would accommodate you for the right consideration.

Here's a story from 2007 about 4 civilian owned f-14s being impounded because they weren't completely de-militarized.

I think the big problem is that Iran has a small fleet of F-14s (which we gave/sold to them!) and is desperate for replacement parts.
