You can if you live in a big enough city. The US equivalent would be something like Zipcar, which does run about $7-10 per hour, at least out of peak times and for typical sedans. Can go as high as $17.50.

In most major cities there are hotels where you can rent rooms by the hour, too. You even get a fresh set of sheets from the front desk with your key!
