I mean it's bad that the North Koreans are there at all. Maybe. Maybe not. SK is trying to avoid hostilities with NK. Their athletes marched together at the opening ceremonies. It seems plausible to me that Musk's way could be cheaper, because of less you have overhaul between launches i.e. the shuttle SRBs landing in seawater after every use.
