I'm guessing it's that (page 6(pdf)) your saddlery hardware is duty free because of specific US-Canada agreements, otherwise you'd be paying either paying a 7.5% tarriff or 60%(!).

Doing the right thing is almost never rewarding politically, that why that one dude wrote the whole Profiles in Courage thing.
