Isn't a consumption tax simpler for small business owners, since there's no itemization? You set up a separate account for the business, deposit and withdraw from that account for revenues and expenses, and the bank tallies it for you. That's Bartok's String Quartet #3 at the beginning of the video! I've actually played that one.

Strange, as a junior high kid I remember thinking the video was pretty hokey, but I find it fairly entertaining now and appreciate how far outside the Stones' usual Undercover was.
