My rule of thumb is that unless it's an enormous 4-portion bowl of something, never more than 45 seconds to a minute at a time before stirring. My wife drives me nuts on this. I would say not really, because "cost" can be literally any number anyone wants to make up.

I'm very cynical about "cost plus" sorts of budgeting. Costs are too fungible for there not to be room for shenanigans.
