Leave the neighborhood, but ensure the sea lanes are clear for commerce and have a credible stick to be able to ensure no one is dominant. Can't really do both. That sounds a lot like the IR version of the golden rule. He who has the gold makes the rule. What happens if a person in a legitimate state acts illegitimately but is not punished? I'll even stray away from the Kissinger example and stick with William Calley or Eddie Gallagher.
