I don't get that at all from what JasonL is saying. I definitely don't see how emoluments and the disenfranchised relate. If you have the property or businesses or whatever for emoluments to be an issue you're pretty enfranchised. Perhaps "outside the beltway" would work better here. But I'm saying...
