Due to the wording of the question, I believe I voted "yes" but in doing do I might actually have voted "no."

Is the emphasis on "have a convention" or "haphazardly follow"?

This is true. You probably can't follow a convention randomly but you certainly can follow one haphazardly. Much Constitutional law can be explained by this.
